Healthcare model and general information on healthcare system (financing, stakeholders, insurance): Vietnam’s health system is categorized into four levels equivalent to the state administrative management system – central, provincial, district and commune.

Vietnam’s healthcare market share is currently divided equally between the private sector and the state (in terms of spending). Spending on the private sector accounted for 49.5% of total spending on health though private sector only accounts for 6% of the total number of hospital beds. Vietnam has about 1,531 hospitals, of which more than 86% are public hospitals and nearly 14% are private hospitals, mainly concentrated in large urban areas such as Ho Chi Minh City, Hanoi and Da Nang.

The market is dominated by public healthcare organizations. However, due to overburdening at public organizations and the limited government funding, the private healthcare sector is gaining more attention. Cooperation between Vietnam and Denmark: Denmark and Vietnam entered into a strategic health sector cooperation in 2016 with the objective of strengthening primary healthcare in Vietnam for prevention, detection and treatment management of non-communicable diseases. The cooperation aims to support Vietnam’s efforts to strengthen policy development and implementation on primary healthcare for non-communicable diseases and to improve the quality of diabetes and hypertension related health services at selected Commune Health Stations in the Thai Binh province through peer-to-peer cooperation between health authorities in both countries. The cooperation also serves as a platform for enhancing engagement of the Danish private sector in providing health sector solutions in the partner country.

The Danish-Vietnamese health cooperation is led by the Ministry of the Interior and Health of Denmark and the Danish embassy in Vietnam in collaboration with the Danish Health Authority, and Steno Diabetes Center Copenhagen. Vietnamese partners are: General Department of Preventive Medicine, Ministry of Health, and Department of Health in Thai Binh Province. The cooperation is financed by the Danish Ministry of Foreign Affairs under the Strategic Sector Cooperation (SSC).

Dr. Hang Nguyen Minh

Deputy Director-General, General Department of Preventive Medicine, Ministry of Health

Having contributed more than 28 years in the preventive medicine field, of which 12 years until now being as Deputy Director-General of General Department of Preventive Medicine, Dr. Hang has spent most of her time on management of vaccination & vaccination safety, communicable disease control. She has also been involved in the management of non-communicable diseases (NCDs) since 2020, providing leadership and inputs in developing policies, strategies, action plans, and instructions on NCDs control.

Dr. Khanh Phuong Nguyen

Director, Institute of Health Strategy and Policy, Ministry of Health

Dr. Phuong is the leading health economist with more than 25 years of experience in health financing, health economics, and health system reform in Vietnam. She held many positions such as coordinator, senior technical officer, principal investigator, and national consultant. She was involved in several studies which provided evidence for developing important health policies such as health insurance, and health financing reform.

Dr. Mai Le Thi Phuong

Head of Dept. of Public Health, National Institute of Hygiene and Epidemiology

Working as a public health specialist for the National Institute of Hygiene and Epidemiology (NIHE), Vietnam, for 29 years, A/Prof. Le Thi Phuong Mai has been appointed as Chief of the Department of Public Health since 2014. She is responsible for providing technical support and certifying for preventive medicine laboratories and also confirmed SARS-COV-2 laboratories during the COVID-19 outbreak. She is also Deputy Head of the Preventive Medicine Faculty at the NIHE.

Dr. Nguyen Hai Nam

Deputy Chief of Office, Department of Health in Ho Chi Minh City, Vietnam

Dr. Nam is Oncologist Surgeon. Focusing on Head and Neck Cancer Surgery, he was one of the pioneers in minimizing invasive endoscopic Thyroid surgery at Ho Chi Minh City Oncology Hospital and one of two Vietnamese members of the APTS (Asia-Pacific Society of Thyroid Surgery). He is currently Deputy Chief of Office with duty on international collaborations, external relations, and team leader in-charge of healthcare innovation of the HCMC Department of Health.
