Paul Dinkin was appointed Director General for Strategy and Healthcare Policy at the Department of Health and Social Care in November 2025.

He brings extensive experience in healthcare strategy, policy development, and health system transformation across both the public and private sectors.

Prior to joining the Department of Health and Social Care, Paul spent a decade at McKinsey & Company, where he led the firm’s UK healthcare practice and co-led its work with publicly funded health systems globally.

Earlier in his career, he held senior strategy, policy, and delivery roles across Monitor, NHS Improvement, and NHS England. His work focused on supporting health system transformation, strengthening provider performance, and developing new models of care to improve integration across healthcare services.
