Dr. Thi Hai Ha Pham is Deputy Director-General of the Social Protection Administration at the Ministry of Health of Vietnam.

She also oversees a nationwide network of social protection facilities and promotes collaboration across sectors to advance integrated, community-based care models.

Her work focuses on initiatives to modernize social and healthcare systems through digital transformation, early intervention, and preventive care. By integrating smart healthcare solutions, population health management, and AI-driven assistive technology, her goal is to improve accessibility, proof of value, and quality of life for vulnerable populations.
